Whereas
95% of school boards in the United States are elected; and,
Whereas the best form of leadership and governance is that which is
closest to the people; and,
Whereas the students, parents, teachers, and citizens of Harford
County deserve full consideration and input in the education process; and,
We the people of Harford County, Maryland do hereby declare support
and testament in favor of the establishment of a partially elected school board to govern
and establish the policies of the Harford County Public Schools.
