3-1501. Election of county boards Harford County
(a) "Board"
defined.- In this section, "Board" means the Harford County Board of
Education of the Harford County Public School System.
(b) Established.- There
is a Harford County Board of Education of the Harford County Public School System.
(c) Members.- The Board
consists of 11 members:
(1) One
voting member elected from each Councilmanic district in the county.
(i)
A member from a Councilmanic district shall be a
resident of that district.
(ii) A candidate
for the Board shall be a registered voter of the county for at least two years prior to
the election.
(2) Four
voting members jointly appointed by the County Executive of Harford County and the
Governor.
(i) One voting
member shall possess a high level of knowledge and expertise concerning elementary
schools.
(ii) One voting
member shall possess a high level of knowledge and expertise concerning middle schools.
(iii) One voting
member shall possess a high level of knowledge and expertise concerning high schools.
(iv) At least one
voting member shall be a parent of a student enrolled in the Harford County Public School
System as of the date of appointment of the member.
(3) One
voting student member appointed as determined by the Superintendent.
(4)

member of the Board shall be elected to serve as President of the Board by a majority vote
of members for a two year term, to being on the first Tuesday following the first Monday
of June in every odd year.
(d) Residency requirement.- Each
member of the Board shall be a resident of Harford County.
(e) Terms.-
(1) Members of the
Board under subsections (c)(1) and (c)(2) shall serve a term of four years.
(i)
Members from districts A, C, and E shall be elected for a two-year term in the
regular presidential election in 2008, and for a four-year term each subsequent general
gubernatorial election.
(ii)
Members from districts B, D, and F shall be elected for a four-year term each
regular presidential election.
(2) Members of the
Board under subsection (c)(3) shall serve a term of one year.
(4) At
the end of a term, a voting member continues to serve until a successor is appointed and
qualifies.
(5) A member who ceases to comply with subsection (c) or (d) of this
section may not continue as a member of the County Board.
